Mike Costigan

Director of Operations and Delivery

Mike Costigan is the Director of Operations and Delivery, overseeing the organization’s processes and projects, and assisting in the implementation of the IJIS strategic plan, amongst other critical areas of operation.

Mike came to IJIS from the US Department of Justice, having served as the Acting Director for the Bureau of Justice Assistance (BJA) and Chief of Staff for the Office of Justice Programs (OJP). He has been appointed to the Justice Department in three different Presidential Administrations dating back to 1988.

Mike has also worked at the state level, having been appointed by two Virginia Governors. Most recently, Mike was appointed to run Virginia Exile, a statewide gun violence reduction effort, which resulted in a reduction in gun-related homicides of over 50%. Mike used the success of his program to develop a national model known as Project Safe Neighborhoods, which was adopted by the Bush Administration as its signature violent crime reduction program.

Mike is a native Californian but has lived in Virginia for the last three decades. After graduating from the University of California, Santa Barbara, he came east to work for Attorney General Ed Meese as a speech writer and press aide. He and his wife have three sons and live in Paeonian Springs, VA.
